You Can't Fix a Problem with What Caused It

One city imposed strict limits on construction, infringing property rights, driving up property prices, and contributing to homelessness. Now that city wants to mandate that property owners accommodate the homeless, again infringing property rights. It may be well-intentioned, but it won't work. There are better ideas.
